How Long Is a Learner Permit Valid?

In Ireland, a learner permit is normally valid for:

  • 2 years for a first learner permit
  • 2 years for a second learner permit

For third or later permits, validity depends on your driving test history.

Third or Subsequent Permit Rules

If you:

  • Sat and failed a driving test within the previous 2 years

you can normally receive:

  • Another 2-year learner permit.

Can I Renew My Learner Permit Three Times?

Yes — but new rules are changing from November 2026.

Currently, learner permits can normally be renewed twice automatically. After that, you must:

  • Have applied for a driving test, or
  • Have taken and failed a driving test in the previous two years.

However, from 1 November 2026, Ireland is introducing stricter learner permit renewal rules.

Under the new system:

  • Simply booking a driving test will no longer always be enough for long-term renewals
  • Learners renewing a third or fourth permit must usually prove they actually took a driving test within the previous 2 years.

The RSA says these changes are designed to stop people staying on learner permits for many years without progressing toward a full licence.

Do I Have To Do My Theory Test Again If My Learner Permit Expires?

Usually, no.

If your learner permit simply expires, you normally do not need to repeat the theory test as long as you renew within the allowed timeframe.

However, under the upcoming 2026 rules, some long-term learner drivers may eventually need to restart the entire learner process if they continue renewing permits without sitting driving tests.

This could eventually include:

  • Retaking the theory test
  • Completing EDT lessons again
  • Applying for a new learner permit from the beginning.

For most normal learner drivers renewing within standard timeframes, repeating the theory test is not necessary.
